AUTHORIZATION OF FINANCIAL POWERS TO THE HEADS OF OFFICES OF FSI BASES

In exercise of the powers conferred under Rule 13(3) of Delegation of Financial Powers Rules, 1978, and in supersession of the Orders bearing No: 15-8/97.EIII dated 29.08.1997, 23.06.1998, 20.11.1998, 25.10.2002 and 06.11.2003, the Director General as Head of the Department, hereby authorizes the Head of the Offices of Mumbai, Mormugao, Cochin, Chennai, Visakhapatnam, Port Blair and Porbandar Bases of Fishery Survey of India to exercise the powers conferred on him, to the extent indicated against each item of expenditure, in the Annexure, as per the Order No: 18-8/2005-EIII dated 14.06.2010 issued by the Director General.

The authorization of the above additional powers to the Heads of Offices is to enable them to improve the overall performance of the Base Offices, in general and the vessel operations, in particular so as to achieve the targets fixed.

The exercise of the above powers by the Heads of the Offices is subject to strict adherence to the General Financial Rules and economy instructions issued by the Finance Ministry from time to time, fiscal Codes and Procedures and subject to limits of the budgetary allocation for the year.

1 Minor Repair Works on board the Vessels Rs. 10,000/- on each occassion per vessel subject to a maximum of Rs. 2 Lakh per annum.
2 Purchase of stores / spares / materials for repairs / scientific equipments / chemicals Rs. 10,000/- on each occassion limited to Rs. 2 Lakh per annum.
3 Purchase of LSA/FFA equipment Rs. 10,000/- on each occassion per vessel subject to a maximum of Rs. 50,000/- per annum per vessel.
4 Purchase of lubricants from IOC / BPCL / HPCL Rs. 60,000/- per annum (for making advance payment, wherever necessary).
5 Purchase of Refrigerants Rs. 30,000/- on each occassion subject to a maximum of Rs. 50,000/- per annum.
6 Subscription to Scientific books / journals of the Indian origin Rs. 5,000/- on each occassion subject to a maximum of Rs. 30,000/-.
7 Purchase of scientific and fishery related Indian Reference Books Rs. 5,000/- on each occassion subject to a maximum of Rs. 30,000/-.
8 Printing of Departmental publications such as Bulletins, Resource Information Series, Brochures, etc. Rs. 5,000/- on each occassion subject to a maximum of Rs. 20,000/-.
9 Repairs, maintenance and upkeep of Departmental vehicles Rs. 10,000/- (including cost of spares) on each occassion subject to a maximum of Rs. 50,000/- per annum per vehicle.
10 Hiring of taxi when the Departmental vehicles are found inadequate of are not available Rs. 2,000/- on each occassion subject to a maximum of Rs. 10,000/- per annum.
11 Organization of Hindi Workshops / Hindi Fortnight, etc. Rs. 3,000/- per Workshop subject to a maximum of Rs. 12,000/- and Rs. 10,000/- for Hindi Fortnight.
12 Working lunch for inter-Departmental meetings Rs. 2,000/- per meeting subject to a maximum of Rs. 5,000/- per annum.
13 Servicing of ILRs by the Life Raft Unit of Marine Engineering Division of Cochin Base Full powers.
14 Ferry hire charges payable by Mormugao Base for ferrying men and material between the shore and the vessels at anchorage Rs. 1.5 lakh per annum.
15 Supply of uniform to common category of employees and the floating staff Full powers provided purchase is made from NTC or authorized co-operative societies.
16 Municipal taxes payable on office buildings Full powers.
17 Payment of fee to the Government Advocates / Senior Central Government Standing Counsel Full powers at the approved rates.
18 Purchase of Tide Tables Nautical Almanac and Navigational Charts Full powers.
19 Servicing of ILRs / Rescue Boards / EPIRB / SARP, Hydraulic Presser Testing of CO2 Cylinders and Fire Extinguishers through competitive quotations from the authorized dealers Full powers.
20 Payment if MMD charges on LSA / FFA survey for renewal of Certificates of the vessels Full powers.
